Allow the module row to be changed on service edit

          Description

          When an admin edits a service, there is a select option to choose the module row to update the service to if there are multiple and the package is set to a module group.

          1. Update this option to
            1. Always be shown
            2. Always show all module rows available (even those in other groups)
            3. Split the Select Options into groups based on the module groups available, similar to when an admin creates a service and selects a package
            4. Add a tooltip next to the label that says something to the effect of "Changing the selected module row updates it in Blesta only"
