Vultr: Actions tabs show online when server is offline

          Description

          The online status on the actions tabs is determined by the server state, power status, and status. When the state is not locked, and the power status is running OR the status is active, the tab shows the server is online. It should be changed to show online only if the state is not locked, the power status is running, AND the status is active,
