Invoice Creation report fails to generate due to error regarding "date"

          Description

          Attempting to generate the Invoice Creation report fails and generates the following error:

          date() expects at most 2 parameters, 3 given on line 421 in /public_html/app/models/report_manager.php

          This also likely occurs when the cron runs to generate and send the report to staff.
