Description
When people configure a support department, Blesta checks that mailparse exists if they select POP, IMAP, or Piping as it's required. But, people move Blesta or change their PHP and mailparse goes missing.
So, if they user has any departments that require mailparse, and mailparse is not detected, display an alert box at the top of all admin support pages. This should cut down on support requests we get.
