Support Manager: Add per client priority restrictions

      Description

      Sometimes clients open emergency tickets regularly when the issue does not constitute an emergency. We should be able to limit what priority clients can select when opening a ticket. This could be done in 2 places:

      • Admin view/reply to ticket, perhaps an option or icon next to the priority, when clicked will show all priorities with a checkbox next to each. Uncheck the ones they should not have access to to disable the priority.
      • On the client's profile page, add a cog/gear icon in the Tickets widget that would allow you to accomplish the same. Or, if not possible, under account actions.

      The default option would be that no clients have any restrictions on priority, but if a client does have restrictions any priorities they do not have access to would be disabled in the dropdown when they select a priority. They will see the priorities they do not have access to, but will be unable to choose them. If they try to modify the request and open a disallowed priority manually, it should be rejected with an error.
