Description
IonCube has support for php 7.3 now using a new encoder. We need to support this, and can make use of their bundler in order to support multiple versions at once.

- Update the build to use the latest ioncube loaders to create a new bundle
- The bundle will be the default files, replacing the current php 5.4 encoded version
- Create a new php 5.4 encoded version as a separate directory, similar to the other php 7 and php 7.1 hotfix directories
