Clients unable to complete payment when not logged in using pay link

          Description

          When a client receives an email with a Pay link (without being logged in), the client can select a payment type, but cannot get to the confirm page, because once "Review and Confirm" is clicked, the client is redirected to log in.

          This issue is caused by a separate issue resolved in CORE-3073. A fix should work for both.
