TeamSpeak: Add support for service suspensions and unsuspensions

          Description

          The TeamSpeak module currently does not support service suspension or service unsuspension. However, someone noted that there is a 'virtualserver_autostart' option that can be used to suspend/unsuspend a service such that:

          1. You set the 'virtualserver_autostart' option to '0' to disallow the server from starting
          2. You shut down the server

          To unsuspend, do the opposite.
