Reject attempts to charge a card for a zero amount

          Description

          Someone reported that they received a Payment Error email because a payment was attempted through Blesta (in the client UI, but admin UI may also be affected) where the amount to process was $0.00.

          Hi NAME,

          We tried to charge your American Express, ending in 4444, in the amount of $0.00 USD, but the request resulted in an error.

          Error Response: A valid amount is required.

          Please verify that the account details we have on file are correct.

          We will attempt to charge your card again once a day until it is successful, up to three times.
