Update admin tooltips to hide on mouse out

          Description

          We've updated some tooltips to support markdown, which means they may have links in them that need to be clicked on. In this case, the tooltip should not disappear when you are hovering over it. This was added in CORE-2963.

          Some users think it is odd that multiple tooltips can be displayed (they disappear when you unfocus them):

          I do not think that the tooltip can currently support mouseout behavior and markdown with clickable links in the tooltip simultaneously, but this can be reviewed further to see if it is possible, similar to the client UI.
