Description
When running /admin/upgrade, clear the nav cache at the end. Any plugins that are upgraded may add or remove nav links but that won't be apparent until the cache is cleared.. so we should clear it.

We may already do this, but perhaps that changed after the previous change some versions ago to split staff group permissions into individual staff permissions.
In any case, both the admin and client UI should be cleared.
