Update Gateway to translate config description

          Description

          Gateways have a config.json file that may have a description. This description is not currently parsed, but the name is. We need to add a method to the gateway abstract class to retrieve the description and translate it. Additionally, anywhere in Blesta where the gateway's description is used (e.g. at least on the gateway listing page) needs to be updated to call this new method.
