Order: Skip service configuration step does not occur for addon services

          Description

          Per CORE-2990 ordering a service with nothing to configure skip the configuration page as expected. However, this does not occur when it's the addon that has nothing to configure, only the parent. Addon services should skip configuration also if there is nothing to configure.
