          Description

          Add navigation actions to the Order plugin for the Affiliate system

          1. Navigation
            1. Create a primary Client UI navigation item called "Affiliates". (/order/affiliates/)
            2. Create a secondary Staff UI navigation item called "Affiliates" under "Clients". (/plugin/order/admin_affiliates/)
            3. Create a link under "Manage Actions" on client profile's in the Staff UI called "Manage Affiliate"

          Be sure that this works correctly on install, upgrade, and uninstall!
