          Description

          Plugin actions should now have an option to be disabled, similar to plugins themselves.

          1. Update the `plugin_actions` table to add a new column for `enabled` tinyint(1), similar to plugins
          2. Update all functionality to accept adding/updating/fetching the new `enabled` column
          3. Update all locations where plugin actions are used to not allow them to be accessed if the plugin action is disabled
