Description
The setting is describe as "Whether referrals will be paid for services ordered that renew."
To implement this, tie into the Invoices.createFromServices event created by CORE-3819. For each service belonging to the invoice, find those that are associate with a referred order and do not use an excluded package. Use the total of the invoice lines for these services to determine the referral amount and commission.
