Extension Generator: Template files should end in .tpl

          Description

          The template files for extensions are labeled with the extensions they will be after being parse. But this can cause some issues in the build process when checking syntax. Instead they should end with the extension and the .tpl (e.g. module.php.tpl). The generator will need to be updated to account for this.
