Add multi-currency support for config options

          Description

          Currently when ordering a package, only config options that match the currency of the selected pricing are pulled in. Instead we should use exchange rates to pull in config options from the default currency and convert the price to the selected currency if it is not defined. We do a very similar thing for packages not priced in the current currency.
