Order: hold_unverified_orders option not handled for 0 cost order

          Description

          The hold_unverified_orders is meant to prevent orders from unverified clients from being accepted. It does this by modify the cron job that accepts paid orders. What it fails to consider is that 0 cost orders are accept immediately. This setting should be respected during that process.
