Package "Load Sample Email" button loads text but not HTML welcome email

          Description

          Go to create a new Package, select a module that has sample welcome email content like cPanel. Click the "Load Sample Email" button in the Welcome Email section. Note that the Text section is loaded, but not the HTML section. This works fine in 4.12.3.
