Multiple FIVE themes created during upgrade

          Description

          When upgrading a 4.12.0-b1 installation to 5.0.0-b2, two FIVE themes were created for the Staff and Client. The installation has 2 companies, so I assume it may be related. Upgrading an installation that has only 1 company does not cause the issue.

          It appears that the themes are created with themes.company_id=null, causing them to appear in both locations.
