Description
The Billing at a Glance widget that appears under the Billing > Overview by default has graphs that show the current year to date. It's very useful to be able to see previous periods, but that's not possible.
Next to the currency selector, add a drop down menu for the year, defaulting to the current year and current behavior. Display 10 options, current year going back 9 more years.

Selecting a different year will reload all of the graphs with data just from those years, if there was any data.
It might be nice if we could only show years that we have data for, but the above is fine if that's not a super easy thing to do.
