Vat still seems to be rejecting valid numbers

          Description

          Try editing a client and adding valid vat numbers, seems like some don't work. One issue is that the VAT lookup tool requires the SOAP php extension but make no note of it. We should confirm whether any issues are experienced when it is enabled.
