Description
We should add to the "Enable EU VAT Validation" tooltip under Settings > Company > Taxes > Basic Tax Settings a note that says the SOAP php extension is required.
We should disable "Enable EU VAT Validation" if the SOAP php extension is not enabled.
We should add the SOAP php extension to the recommended requirements for Blesta
