Domain Manager: Convert to subnav item with sidebar

          Description

          Instead of having a primary nav item for domains, with a subnav for each page, let's convert the primary to a subnav under packages. If possible let's put it above the order forms nav link.

          Then the subnav items for each of the pages should be linked to through a sidebar navigation like the admin affiliates interface.
