Order: Default domain package group to domain manager group

          Description

          For Domain and Other order forms, we should pre-select the the Domain manager package group for the "Domains Package Group" field. Allow user to change it but default to this one.

          If the setting "domains_package_group" is not set then it should be business as usual. There should also be a comment noting that this setting comes from the domain manager plugin.
