Domain Manager: An empty module TLD list should no longer mean all TLDs

          Description

          Initially we decided to interpret an empty TLD list from a module to mean "All TLDs are supported". This is not consistent with the Core though, which would not show any supported TLDs on package edit. Instead we should consider an empty list to mean "No TLDs are supported".
