Plugin navigation item tooltip includes client prefix

          Description

          Currently, client navigation items created by plugins are linked without the client interface prefix. However, in Settings > Company > Look and Feel > Navigation these nav item display a tooltip on hover with a link url that includes the client interface prefix. This should be updated to match the actual behavior by removing the prefix.
