Domain Manager: Package import should select TLD registrar intelligently

          Description

          I'm thinking on import we mark the active package with the most services as the primary TLD package. If there are no active packages imported, the first imported package should be used as the primary unless a TLD package already exists in which case the package should remain the primary.
