Remove installation ioncube requirement on PHP 8

          Description

          As of the creation of his task, Ioncube does not support PHP 8. In order to allow us to open up some testing of SourceGuardian in 5.4.0-b1 let's remove the installation requirement for Ioncube if the PHP version is >= 8.0.0.
