Installing on PHP 8 results in no data in the messenger system

          Description

          When installing 5.4.0-b1 or b2 on PHP 8, the messages, message_content, and message_groups tables are empty. As a result, no templates appear under /admin/settings/company/messengers/templates/ within the admin area.

          For some reason, the installation appears to go through without error, but these tables are not populated.
