Add a "required" option for appropriate config options

          Description

          Config options don't have a "required" option. So a text area for example, could be left blank, when we want the client to enter something.

          Some fields like a drop down don't matter because something is always selected.

          We should add a required option to some fields. The required option should be ignored if the config option logic has the field hidden, or if the client does not have "client can add" permissions.
