OpenSRS: Name Servers don't appear without DNS Management

          Description

          Someone reports (not yet tested) that with OpenSRS the name servers are unavailable unless the domain has "DNS Management" enabled. However, DNS Management is for Zone Management, not for changing name servers which should always be possible.
