Quotation generation doesn't use configured temp directory

          Description

          To reproduce

          1. Change the temp directory in your blesta system settings to something other than your system default
          2. Deny access for the web server user to the default temp directory
          3. Attempt to view/download a quotation
          4. Receive an error about permissions (which should only be encountered if it is accessing the default instead of the configured directory)
