Separate add domain from add services in admin area

      Description

      Adding domains as an admin uses the same form as adding services. This should be separated.

      • Clicking to add a domain under a client profile should use its own templates, different from adding services.
      • There should be a whois box to check domain availability, with option for new or transfer, as well as manually add to Blesta a domain that is already registered.
      • When a domain is selected, it should use the registrar enabled for the TLD by default, but allow the registrar to be changed manually. Staff should be able to override the module and select another as desired. This should use an inactive hidden package for the TLD, and if an inactive hidden package does not exist for the TLD and registrar, one should be created (by cloning the active package for the TLD, including pricing)
      • If a client places an order and staff manually provision it (rather than cron), staff should be able to change the registrar here as well.

      Not fully fleshed out, may require more discussion.
