Add Quotations to contact and manager permissions

          Description

          We added quotations in 5.7, but there is no permission to it. There should be permissions for the quotations widget in 2 places:

          1. When creating/editing a contact under the Authentication tab.
          2. When inviting or editing a manager's permissions.

          By default, the quotations widget appears to all.
