Config option values can't be deleted after switching types

          Description

          To reproduce

          • Create a dropdown config option with two values
          • Edit the option and change the type to text, then save it
          • Edit the option again and try to delete a value, get an error message
          • Submit the form again and get a success message
          • Edit the option again and see that both values are still there
