Order: Skipping domain and selecting a hosting package redirects to domain search

          Description

          I believe this is related to CORE-5236.

          To reproduce:

          1. Create an order form of type Domain and Other. Add package groups to the order form.
          2. Visit the order form, click "Skip, Order Other Items".
          3. Select another package and click Continue (Wizard boxes used in this case).
          4. Note you are not on the configure step, but redirected back to domain search
