Order: Affiliate partial payouts may consume more credit than requested

          Description

          This has been reported here https://www.blesta.com/forums/index.php?/topic/32765-double-affiliate-payout-deduction/ and while I have not yet been able to test to confirm, at least 2 people have reported the same issue.

          It appears that when a client requests a payout for less than they have available to them, and the request is approved by staff, either double the amount requested is deducted, or all of the available funds are deducted. Instead, when a payout is approved, only the amount of the payout should be deducted.
