      Description

      Per CORE-3193 we added the ability for staff to add additional recipients to tickets. Now let's add that ability to clients. We should be cautious about using too much space in the client create ticket and edit ticket areas, it should be very minimal in terms of space. Allow the client to add a Contact or specify one or more email addresses.

      The section could be hidden by default, clicking a link called "Add Recipients", and then in the expanded area they can add recipients. The expand area would be collapsed by default.

      Also, when a ticket is emailed in, if possible, add anyone CC'd on the email to the ticket. We should be able to detect any CC's (can't detect BCC's though). So when a ticket is created or updated, if there are addresses CC'd that are not already associated with the ticket, add them.
