Order: Exclusive tax not applied until the last step

          Description

          See attached screenshots. With an exclusive tax configured, the tax is not factored in until we "Checkout & Pay" even though we are logged in. Exclusive is added to the package price, so it should be reflected in the "Total Due Today" before we Continue, shouldn't it?

          I thought it might be related to having UK and EU VAT settings enabled, but this doesn't seem to matter.

            This may be desired behavior. The description of exclusive in the tooltip is "Exclusive will calculate tax in addition to the item prices you set, but will not include it in the order total display." Pushing to 5.12 to give us more time to review
