Update language on Packages for cancel end of term.

          Description

          Too many people check the box "Cancel at end of term" on Packages, and don't realize that this means the service will not renew but be cancelled at the end of the initial term.

          So, 2 changes:

          • Rename "Cancel at end of term" to "Do not renew, cancel at the end of the initial term"
          • Add a tooltip ? with the following text:

          "If this option is checked, new services using this Package will not renew but be automatically cancelled at the end of their initial term."
