Order: It isn't possible to move assigned package groups with a touch screen

          Description

          When you're on a touchscreen device, it seems impossible to assign Package Groups to an order form. To reproduce, use a mobile device or the Chrome inspector to emulate a touchscreen.

          1. Visit Packages > Order Forms: Edit
          2. Try to move a Package Group to Assigned Groups, or back to Available Groups.

          I've tried several methods.. double tap, tap and hold and then drag, etc. The arrows are useless since we implemented drag and drop.

          It would probably be ideal if you could double-tap the group to move it, but any intuitive solution would work.
