Order: Domain search may include inactive TLDs

          Description

          To reproduce, change the module a TLD is using so that there are several inactive/restricted packages for a specific TLD. Then do a search on the order form, and note that there are multiple results for the same TLD. See screenshot provided by a customer on 5.13.0-b1

            TLDs that are not visible under Packages > Domain Options: TLDs are included in the search. They appear as Inactive under hidden Packages.

            I'm having trouble reproducing, asked the customer for more information. Will bump this to 5.13.0 final for now until we have more information.
