Coupons no longer apply to config options when "Apply to Configurable Options" is checked

          Description

          To reproduce:

          1. Create a coupon with "Apply to Configurable Options" checked
          2. Use a service with a config option and the coupon, and trigger a renewal via cron by adjusting the renew date.
          3. Notice that the discount applies to the Package only.

          additionally when editing a coupon, and selecting an Option Group under "Configurable Option Limitations", the "Option" dropdown does not contain any of the config options in order to set a requirement. I suspect this may be related and that this issue may have been introduced in CORE-5499
