          • buttons are in a different order that design (They match 5.13, was a design issue.)
          • Delete button is in the design but likely should not be (Correct)
          • copy button is not in design (should it be?) (Yes, it's in 5.13)
          • field order is wrong for bulk actions
          • submit button is missing when selecting void bulk action

            Resolved. This branch has CORE-5710 in it because the bulk actions bar would not even display, so it's probably best to review and merge 5710 first.
