Description
Add support for quantum gateways vault feature, which is offsite storage of card numbers. Both the current (onsite storage) and new (offsite storage "vault") methods should be supported by this gateway and a setting for the gateway should allow the admin to select which method to use.

This integration should replace our existing Quantum Gateway (Transparent QGWdatabase Engine API), as the XMLRequester API is a superset and drop in replacement as shown here: http://www.quantumgateway.com/view_developer.php?Cat1=9
