Translator: Support parsing language in both single and double quotes

          Description

          The Translator will need to be updated for v4 of Blesta to parse language definitions that are written in both double or single quotes. It will also need to generate language files using just single quotes.

            The parsing of double and single quotes is not necessary. So this task only updates exported language files such that definitions are encapsulated in single quotes rather than double quotes.
