Translate: Updated terms do not add new versions

          Description

          When updating the version with the translator adds, removes, and updates terms. Added and unchanged terms correctly have the new version associated with them.

          Updated terms do not have there version updated, though the new definition is added and associated with the new version.

          This becomes an issue when translating because the system will fetch a definition for the version, but will cause an error when submitting the translation because the term is invalid for that version.
