Description
If a client has any "In Review" orders, add a dialog at the top of the client area dashboard similar to the dialog that is displayed when they have a balance due.
The dialog should say something like:
The following services are pending review by staff. Once approved, they will be activated.
- Bronze Hosting - domain.com
- Domain Registration - domain.com
The dialog should not appear if there are not services with a status "In Review".

This should probably be a nav item or widget created by the Order plugin instead.
That way, clients can view their pending, as well as past orders.

That way, clients can view their pending, as well as past orders. This doesn't necessarily need to be a plugin. If the expressed purpose of "In-Review" service status is as described – it's in review for approval, then this can be a core feature regardless of the order system handing it.
We should also include pending services in this list, and perhaps denote the status of each "In-Review" and "Pending" with a tooltip or note for each. In-Review are pending approval by staff. Pending services have been approved and are awaiting activation.
This will solve the case of a client ordering something, not seeing it anywhere, and opening a ticket.
In this case, I would suggest CORE-1229 be implemented not as a widget, but as an additional nav link where clients can always see past orders.

Plugins don't have the capability of adding these types of messages, so the Order plugin couldn't do this. Do you mean to refer to "services" (which are part of the core) instead of "orders" (which is a plugin)?
